The Housing & Development Board (HDB), commonly known as the Housing Board, operates as a statutory board within the Ministry of National Development, overseeing public housing endeavors in Singapore. Established in 1960 following initiatives in the late 1950s to establish an authority to take on the public housing responsibilities of the Singapore Improvement Trust (SIT), the HDB initially focused on constructing emergency housing and resettling kampong residents into public housing in its early years.

Over time, the HDB’s focus evolved, particularly from the late 1960s, as it began constructing flats with enhanced amenities and offering them for sale. Throughout the 1970s onwards, it embarked on initiatives to foster community cohesion within its estates and actively sought feedback from residents. In subsequent decades, particularly in the 1990s and 2000s, the HDB introduced schemes for the upgrading and redevelopment of mature estates, along with new housing types designed to cater to diverse income groups, often in collaboration with private developers. A reorganization of the HDB occurred in 2003 to better align with Singapore’s evolving housing market.

Efforts to engage residents through upgrading programs intensified in the 2000s and 2010s, and the HDB also began implementing solar panel installations in the early 2010s. Structurally, the HDB comprises a 12-member board and three departments: Building, Estate, and Corporate. In addition to its primary function of providing public housing, the HDB undertakes land reclamation projects in Singapore and oversees the maintenance of the nation’s infrastructure, including its national resource stockpiles.
